According to Senator DeSaulnier's staff the vote for reconsideration was postponed after Senator Gloria Romero, a liberal democrat considered most likely to become the needed "yes" vote, expressed her concerns about imposing new taxes on business in the current economy, even if it has a revenue-neutral impact on the state.
Senator DeSaulnier pointed out that pharmaceutical revenues totaled over $300 billion in 2007 and that the bill is only seeking $0.0025 per Class II narcotic pill tax from the industry in California.
Senator Desaulnier further pointed out the enormous drain on the state's healthcare system for emergency hospital visits due to non-medical use of pharmaceuticals. He also offered to amend the bill so there was no tax credit but Senator Romero would not commit
